My choice of attack would be Autoglym Engine and Machine cleaner, acid free so fairly paint friendly. Will not dull the finish like acid based products.
I used some of the trade version almost neat today on the GTi and it still left paintwork looking glossy and the dirt ran off.
Any wheel cleaners will be fine, most factory finished wheels are wet painted just like the bodywork. Hence they always look so much better than Powdercoated refurbs.

God knows what paint they use ? When they made a hash of my old 205 GTi he wiped the paint right off ?!?!?
