Also try leaving the car battery disconnected for half hour or so to reset the ECU, my ph1 did the whole clicking thing once, left it unplugged for half hour, put the battery back in and it was fine, never did it again.

Did you have a band new clutch KIT fitted when you had the GB done? I had similar symptoms when my release bearing (part of a clutch kit) was poo'd.
It's not just about them being Renault alloys, they need to be the correct offset (how far out/in they will sit), PCD (this is the amount of bolts and their spacing) and the centre bore.
If I had to guess I'd say that any alloys off a mk3 Clio, all engine variants bar the sport would fit your...
To answer your questions, the wheels will need to be the correct fitment for your car, you can't say "new alloys won't include tyres" as unless you buy alloys that take the exact same size tyres (slim chance) then you'll need tyres too.
