Can't say I've noticed any difference low down, still kicks up at 4k, then again much harder at 5k.
Does seem to pull harder through from 5k though, and continues right through 7k too.

I can't say my ITG panel filter made a difference to the performance.

ITG foam panel filter = £47 x1 = 102k miles = £47.
