I'd imagine it would be fairly obvious if it had been watered down. Since it's oil based, the Tardis would just sit ontop of the water. That isn't to say it hasn't been diluted with something else though...... I ordered 5L last night and I think it was £16 or thereabouts, so it isn't really...

You use Tardis neat mate. It isn't water based so can't be diluted.
