182 upper will bolt to a 172 but not the other way round. 182 upper has an extra vac pipe barb for the carbon canister, this can be blocked pretty easily to use on a 172 if needed
As Steve said, dont get them to do it, if he doesn't know/admit the belts are due/overdue then he wont pay to have it done right. Get it cheap enough to allow you to have it done at a specialist, or find another car

you need new front disks and pads, and if you have clicking on cornering then due to the CV boot leaking all its grease out, you'll need a new driveshaft too. All wear and tear items

sounds a bit like your back feeding via something with a resistance thats dropping 12v to 7v. A temp sensor would be the most obvious thing to me being that they are essentially resistors

worth checking the sparkplug wells too. Laingos was full of oil past the top of the plug when i did his cambelt back whenever it was, had been pissing out the breather plate
There's more than one way it can be done incorrectly. The most common is for the cams to be mis-aligned, but it's not unknown for the crank to be pinned in the wrong place. There's different symptoms for different errors and different margins of error
