you dont have to rub down plastic primer if its stuff out of a normal tin (used in bodyshops), but the stuff in halfords (aerosol) needs to be rubbed down as it aint the clear stuff
are you smoothing the strips or are they just rub down and paint? are they textured?

at one of my old places our plastic primer (adhesion promoter) was clear, which doesnt need to be rubbed down, you just spray it on, let it soak in, then spray on your basecoat...

if the laquers really good, you can get away with just giving it a grey scotchbrite all over, although id probably recommend wetflatting it with P800, P1000 or P1200.
if the paint aint very good, feather it back with P320 and dust primer wherever youve broken through the laquer
