looks like they only manage peer to peer and newsgroups in peak times. most of my peer to peer downloading is done between 10pm and 6 am so i should be fine. even so id rather be slow on a 30mb speed than average on a 5mb speed

That's an earth fault. And if the Clio is the same as my Megane then the fuel pump earth together with the rear clusters so your possibly back feeding the pump via the brake light. check all the earths on the car as a first step
