They are self tensioning, you need to get a 3/8 sump plug key or similar and this will slot in beside the said pulley twist and you'll be able to fit the belt.
BTW he is very lucky! normally when the belts go/jump off they wrap them selves around the bottom pulley, and jump the cambelt!
