possibly linked to decoder ring or just a weak signal from the key (and i would go for a key problem myself) you really need to put it on renault diag computer to read the signals/ fault codes
you slide back the front, press the button and it should pop out. to get it to come on the radio press src this takes you though med wave fm cd player in headunit (if cd in there) and multichanger (if theres a CD in there)
03 plates have electric power steering normally if theres a fault with it the light will come on on the dash. checked your tyre pressures? could also be tyre related.

simple answer is if the parts are what you call pre picked because parts are so dumb they will pull anything in there cos they car not be bothered to look at a poster telling you what it needs they put anything in there as they base it on older 172 service posters which said replace air filter...
filter cabin is a cabin/pollen filter mate is the end one i reckon is a air filter that wasnt needed and they stuck some more labour on for changing it say the rate was £70 an hour they charged you 0.2 hours labour works out about £14 a long with your filter and VAT you have your £30
If they quoted you a price they have to stick to it, did they go though the invoice with you? funny that it just says filter if yours is a late 2004 model 12k service is oil oil filter washer and pollen filter.
seeing as you havent said what clio you got could be a stone behind the wheel trims a bearing gone. if your sure it from the rear. do u mean the brakes dont seem to function at 20mph or less or the ABS doesnt work.
engine number should be on your V5 and on the front of the engine.
chassis number should be on a sticker on the b pillar when you open the drivers door and on the V5.
