Sounds like you've mullered that top disc then. i.e the nut has seperated from the disc. Couple of new/second hand ones and you'll be away.

When the rubber "donught" thing spins, the nut should spin too, they are connected. Is the nut spinning up and down the thread? If it is, just whip a socket on it and do it up nip tight. That's how they should be.
