F4R engines aren't exact built to the tightest tolerances. And can vary more than you'd think, engine-to-engine. So the OP's F4R might have developed less than the quoted figure from the factory, it wouldn't be the first time.

182 means 182ps, not Imperial Horsepower. It roughly works out at 179bhp I'd be happy with that, considering it was probably around 170-175 standard.
