I'd say it has to be an earth fault somewhere. Have you taken the battery out and checked the earth wire? Might need a clean up. What voltage are you getting with the engine running?

I'd say that silicone line that was used to fix it is causing the issue. The standard line is a hard plastic for a reason. Swap it for a used OEM line and that should fix your issue.

I'd be confident in saying that line is your issue somewhere. Does the pedal feel like it does when the car isn't running?

You'll pass with pretty much any exhaust with a track that has a 105db limit. Mine is decat and non-resonated and still only 95-98db depending on the day.
