Flat it back so it is smooth, probably need a light coat of primer, the silver and then the clearcoat, then polish it all up when it is cured. The key is painting as little as you can of the bumper to fix it. Problem is silver is a b**ch to match so sure how effective it will look.
I would see if you can find decent chips away type guy to sort the bigger area.
You could try and do a local repair with a rattle can if spending cash is not option.

You can either use it after washing and drying or the way i tend to do it is wash the car, remove the tar spots with the AG while the car is wet, quickly rewash those areas, then rinse and dry.
I prefer to dissolve it with a tar removal product rather than shear it off with clay in most cases.
I use AG Tar and Adhesive remover mainly as I have 5 litres of it to use up !
Never bother with PC for EGP, quicker by hand. Polishing or finishing pad for the SRP. Though when I SRP'd my Clio the other week that was quicker to do by hand than machine.
The Rim Wax works great as a one step product, cleans, polishs and seals, but means you can't build up layers of it. I tend to use on other peoples cars or as a quick fix for the insides of my wheels.
