if its timed up correctly, the tensioner is set correctly, and if he hasn't damaged the cams or the camcover then it'll be fine but it sounds like he's tried to remove the camcover without removing the pullies = bad

yep, you should be paying £300 for a 36k service (so oil, filters etc) including the aux belt swap £300 for just the belt swap is way over the top

the bit with renault sport written on it, on top of the engine, mk1 172 plenham is different to the mk2

the headgasket set is £75.15+vat from renault, same as the k-tec, yozzasport sell the headgasket set for £80inc vat rockers are £48.54+vat EACH!
