A deent sealant that stands up to heat is what is required, either go for a specialist wheel sealant product or a polymer sealant.
Autoglym Resin and Extra Gloss Protection for me, and wash with normal car soap to avoid stripping the protection when you clean them.
Acid based wheel cleaners...

A local paint supplier or bodyshop should be able to match some paint up for your wheel, and supply it in rattle cans.

IIRC It's to do with the climate control, there is a few threads on here about it.
Some people have replaced it only for it do do the same soon after though :(
Comapred to other 16v cars of the past I find the 182 not to bad even at lower revs. When it does come on cam though things really make you smile.
Lots of early 16v engines didnt do anything if you didnt ring there necks all the time.
The weights are just stuck on with doubled side type tape. The can easily fall off, if one had fallen off with the wheel on the back chances are you may not have felt the vibration.
Get it on a wheel balancing machine at a local tyre place.
