Personally id rather buy from someone thats in the know, Clio 182's are performance cars and so the service intervals and maintenance should follow suit. If it was the difference between paying say £500 between one thats had the belts done and been reguarly serviced at the correct time than...

Buy an example privatley thats been looked after by someone in the know and bypass the usual "del boy" patter bullshit that these salesman claim to know about.
