That's because you dont automatically need fogs (contrary to popular CS belief)
You do need to switch lights on via the stalk to have fogs. I leave auto lights to do their thing, with fogs switch on at the stalk. If I need fogs (ie. it's foggy) then I'll switch the the lights to on.

I'll just add that neither of my 172's tweeters are lined-up under the grilles, but with a lot of swearing, twisting and a bit of brute force, they will come out without taking any part of the dash apart.
with the Pioneer set you dont have to mess around with fiting crossovers either.
They are the most plug 'n' play kit you can get.
Sure there are cheaper aned better, but I'm going for the Pioneers as it'll save me $$$$$ in time, effort or professional help.
