I have a Norbar pro one that I aquired from work 20 odd years ago and a Silverline on from Amazon. Both are more than capable for the car. AA members get 10% off at halfords too.
It's not heavily modified though, just has lots of new parts on. There aren't that many cheap 182's on auto trader etc now si personally I think a well kept car should be worth £2k+ and low mileage ones £3k+. Facebook seems to think that all clios are equal and unless they have had £5k spent on...
Sounds like a well looked after car but anything over 100k and people seem to label it as high mileage, which is bolloks for the age of the car. I'd say somewhere between £2.5-3k.
The amount of owners doesn't affect the condition of the car though. I'm the 5th owner of mine and it's battered ?. I just bought a 1 owner 03 clio and that looks like it's been washed with scotch brite and driven through a desert even though it's been garaged all its life. With old cars there...

You could buy some brake cable from a bike shop and feed it through the outer that's there now. You'd need to find a way to crimp it together to make the end loops though. I doubt you'll be able to buy a cable from Renault and to replace the cable as it is would probably require more dissasambly...
