I have an email printed off from VOSA saying that if it's removed, and all of it is removed then it's ok. I swapped it for a cup setup.

An advisory to tell me it has no ABS (thanks for that, I didn't know. Honest) and them struggling with the brake imbalance with the Brembos. Boom.

It is a process of elimination I'm afraid. Check the bearings first. Then check CV joints and driveshafts.
If neither of those, then it's likely to be gearbox related. Which will get expensive. So check for the cheaper things first, as above.
I think it sounds like a vast amount of effort, money and time to create a faster 1.4 tbh.
I'd wait, then use the money towards an RS Clio of some form.
But in answer to your question, yes it can be done. Anything can be done.
When the car is jacked up try to move the top and bottom of the wheel towards the brakes / engine and away again. There shouldn't be any movement there. If there is, then you've found your problem.
If that doesn't show what the problem is, but it in first (whilst on axle stands, with the engine...

As mentioned above, it is substantially more than your quote from Flux, but then there are more mods to cover. In my eyes, it is a fair agreed value. Doesn't cover the full cost of replacement, but it is more than if 'glasses' guides...

I don't believe so, unless you go for custom bells and rotors which are pricey. @Ph1 Tom will know.
I run 280's on mine. Which with decent pads is more than enough stopping power. Why do you need 300s out of interest?
