Getting the paint work corrected will need time and money. And the marks are likely to be down to previous washing with a sponge, yes. But also down to your method and products used as well.
If you want to get your alloys refurbed and that's not...
The only thing you can do is use a heated jet dryer, like the Black Barron. Or maybe a small electric leaf blower.
Depends on your budget. It can be solved, but may require investment (£60-200).
