Depends on the noise. Might just be coil whine. Have a look at Fractal, Asus and Seasonic PSUs too. They're all pretty much as good as each other. Make sure it's modular, makes cabling easier. And mesh sleeved cables are a bit nicer looking too. Find reviews on fan noise if that's something...

Sapphire, XFX, Powercolor, ASUS Go with the fastest one out of the box at the best price. They're all much of a muchness.

I get many spams. Thankfully it ends up being filtered out and I just check the spam folder periodically for anything that might have gone in by mistake then mark it as safe. I haven't checked any settings, it just happens.

Price/performance wise the 7900XTX and 5080 are where it's at unless you can get a cheap used 4090. It'll be interesting to see the actual pricing and performance of the 9070XT.
