Could definately be something a mechanic has left. In my old car, they left a dry cloth in the engine compartment - couldve set fire to the whole car!!

When I was getting a set of plates done, I asked the guy to space them out how I wanted - but he refused as he stated that it was illegal. Apparently, he could get into trouble for doing them with incorrect spacing.

Hi TEL1, Basically, the plates are stick on with strong adhesive tape. Youll need to pull them off with a bit of force.....
