yeah you'll want to replace them while it's apart (they're only about £10 a set), and check/confirm end float on completion with a DTI and magnetic base
the horseshoe shaped things are the crankshaft thrust bearing, they set the crankshaft end float and take up axial load, the stuck rings definitely are a big contributor to your lack of compression. I still wouldn't put it back together with bores like that though
