Its a resistor.
You put it on the air temp sensor (IAT or ECTS).
It fools the ECU to open the inlet so it pumps more cold air in. Be warned it is known to cause damage to the cat over time as the temp increases in the exhaust.
If any of you are thinking of getting one, get yourself down to maplins, they sell them for about 20p.
