Can I fit 17" Wheels on my Clio 1.2 16v Dynamique - will they rub, do i need to mod anything?? not lowered?? can i lower it??

You can fit 17"s, and it will look ridiculous if you dont lower it. 60mm seems to be the most popular drop.

and yes, you will need to do something

lower it, 17s on standard suspension is a big no no, unless you like driving round in a tractor

about 60mm, but you need to get exactly the right wheels - ET37.
