I asked in a local key cutting shop (Timpsons) and they said I would have to go their bigger shop (the one I went too was a little booth type one in town) and if I remember right he said about £100 (think Renault are not far off that price either) so I haven't bothered yet as it's only a track car even though I should as it would cost me more to sort if I lose the key.
you can program a key just to start the car or a full remote job. obviously the non remote one will require door lock access (if you plan locking it) and most clios have one lock on the pass side of the car lol so thats a bit ass. as a guide we charge £40 for a non remote ignition key and £95 for a remote. some locksmiths dont require the code as they can extract the pin from the cars ecu but it depends how geared up the guy youre calling is.
The official Renault process/equipment will not extract pin code data and works from a VIN based code... Changed your ECU/UCH and don't have the VIN for the doner car, you are buggered.
There are bits of kit out there though which can do PIN extraction and you will need to search this out.
Renault are pretty much sending X65 keys out pre-coded now and cost around £90+VAT per key fob/blade. You will need to sync the new fobs to the CL though but that's easy enough.

Do you need to be in the trade to get that price? And is CL sync somthing the home user can do?
ie is it a service you could offer..err...remotely?
