172 front seat not pivoting?

The handle on the top of the seat next to the headrest is not releasing the chair pivot and allowing passengers in the back of my 172, anyone had this and know the fix?

I can see a cable running down into the chair and when you pull the handle up nothing releases, this is the passenger chair

Any help be great!
