It's Japan's obsession with cute. Everything has to be 'kawaii'

When they fence off a crime scene in Japan, the tape they use has a little cartoon owl dressed up as a policeman on it. Bizarre but true.

Even the police stations have faces on them sometimes.

So yeah, Danbo (cardboard) just got carried over through Flickr and other sites, like Hello Kitty did years ago.
