Rowans didn't get re tubbed. If they re tub them they have to be re registered from what I understand. Mclaren I've heard aren't massively 'pro' doing this.

If the damage to the monocoque is repairable it'll be fine. They are worth so much these days you'd have to go some to write one off. Mclaren do hold a fair amount of spares for them also.
