Another scammer on ebay clio V6

There's a sticky at the top of this section on how to report people. Perhaps someone can do this, i normally do but am at work and can't get on ebay at present.
 
I am probably going to hate myself for asking, but why do you think this is a scam ????

The DVLA records show the number is allocated to a V6.
