Any recommendations for traders insurance?

A family member is in the process of setting up a small business and wants to get a traders policy in place.

Companies so far seem reluctant to cover based on postcode, and the best quote he has so far is £5.6k!

Doesnt help he is in his 20s i guess, plus we all know how traders policies are abused by some as a licence to drive anything and everything.

I've used them for a while and no one has beaten the price I get from them , policy is with Aviva and very comprehensive
