I think he just means the cam pinion locking tool (85 quid Renault only), which is shown in the second picture above. Plus the cam timing tool shown in the first picture.
I've put new cams in mine. It is certainly doable for the competent home mechanic, I'm not a mechanic by trade just been playing with cars for as long as I've been driving them.
I did have the part numbers, I might be able to find them. IIRC there is an updated to 1809 or something to replace the 1509-01. I'll have a look at the numbers on mine.
