Are ARB bushes for a Cup dealer only?

(ignoring powerflex)
i can't seem to locate 25mm inner arb bushes at local factors. or 23mm outer ones for that matter. are they dealer only?

dealer charge is £31.20 for both inner and outer. i see why people go powerflex

are powerflex necessary for road use or will oem suffice?
