are my wheels giving me this sound?

when i first got my clio i had this bad humming sound like i had a backbox on when was on motorways ror high speeds, took it to a garage andand let him drive it he told me that it was due to having quite bad budget tyres on my car, got them changed to e barum. this was just under 10 months ago. Then recently i hit a pot hole which punchered the side wall an damaged the alloy bad. so was driving with my spare true for just under month with another budget tyre on which gave me that sound back. finally found another alloy brought a new true from same place and same brand,and that humming sound has got worse! anyone know what this could be?
