auto wipers not working?

Need a little help, dont think my auto wipers work? have it on first click and spray the hose on it and it dont work. Is there a way to turn them on or off like auto lights etc?

You got the engine on?

Plus every time you turn off the engine it turns the feature off. To turn it on again you have to take the stalk to off and then back to possition 1
