im lookin at 40mm APEX springs and they say £146 fully fitted, does anybody know if that includes torsion bar adjustment or is it just the springs????

Just the springs.

in their brochure it reads

Lowering Service

Fully fitted and set-up £130.00 or £142 with -50mm springs
Includes fitment of two new front lowering springs (not modified old units) reset torsion bar to achieve correct height / balance and adjustment of the brake bias valve to over brakeing at the rear.
