Better pads or discs?

What would be the better combination for 172 front brakes: OEM disc and DS2500 pads or Brembo Max disc and OEM pads?

So is it better to upgrade disc or pads for better stopping (if you can't do both)?

Get stainless steel lines & fluid if you can afford it.

Are Brembo HC noticable better that OEM discs? Because i can get OEM discs cheaper than HC, but if HC are better i will get them.
