Bit of metal cut off :-S?

Ummm Removed rear bumper today and noticed this big chunk of metal cut off :-S is this a mot failual ? and can cut it down a bit to make it look nicer.

never removed a MK1 rear bumper personally. Don't think you'd fail an mot for it TBH

Just looks like someone fitted a towbar at some point and went a bit crazy with the cutting.
