Blowing out the rear bumper?

I picked up the car on saturday and taking to a garage to get the scrape on the rear bumper. I have been told the rear bumper is going to be 'blown out'. Does any body know what they do as i have never heard of this before and have searched with no luck?

This is used to avoid having a hard edge where the colour may be different when it's painted. To put simply it will blend the paint
