what filler can i use for filling plastic (dashboard) will normal body filler do?

you can buy heavily plasticised bumper filler, but its pretty expensive for how much i bet you'll be using

Upol Plastx is a good plastic filler.

But as said, you should be ok with regular filler, just make sure its clean where you apply it!!
