Bolt problems

Trying to take the bumper off, the 10mm bolt under the wheel arch is just turning on the spot, can anyone suggest how to get this out. I have already tried pliers and having no luck.

Mine did this, i broke the mount on my bumper

2 Large washers and a nut and bolt later it was ag good as new

Cut it off and replace with a decent bolt like above^.

Try to get your finger to the other side of the bolt, something will be spinning, get hold of that and you'll be alright.
