Brake Fluid Help

I need some help.Just realised my brake fluid is worringly low, is there not, meant to be some kind of warning light on dash? Its a 2003 1.2 Clio. Also after i just went for a drive popped the bonnet and realised im getting lots of gunk and liquid build up around the cap. What could this be? What is the tube that comes out the top of the cap meant to be for? Also do you think Dot 4 fluid is ok to use, taking into consideration there standard brakes, or should i go for something else.

Thanks for your replys!

normal dot 4 is ok

top it up and bleed them, if not comfortable with tgat top it up and take it to a garage and tell them what you said ^^

The fluid level goes down the more the pads are worn. The system not amazing though but I'd say best cheak your pads and chnage them if required it only takes 40 minutes or so and new halfords pads are £17.
Depending how you drive but I'd change the pads (and disk if they have a lip on them) and bleed the brakes with some good fluid (the £10 a liter stuff castrol superb resonse 4 is good stuff Halfords sell). You can get cheaper stuff for about £7 a liter you'll onyl need a few ml's though to top the brakes up.
