Brake friction

Probably a stupid question but how much friction, if at all, should there be between the brake pads and the discs. The front to be specific. I can force the disc round with my hands but I was wondering whether they should be completely free of resistance.

There's always a little drag on the discs from the pads. If you can turn the disc by hand I'd say that sounds fine.
