Brightest Legal Headlights?

Anyone got any ideas on the brightest legal headlight bulbs in the UK?

I bought some xenon effect halogens a while back and they are pretty dim... With winter coming up fast I want something a lot brighter, especially as my route home is mostly country roads.

+1 i've got the plain nightbreakers and they are very good.

but the philips ones are supposed to be very good aswell

What colour light to these put out?

I want to keep the xenon look if possible, I like the ice white look.

i'd say they are as white as you can get from a tungsten filament halogen lamp
