Cam alignment tool

Hi. Does anyone know if the cam alignment tool should slot in without assistance when checking at tdc after cam belt change? Its so close as in doesnt look like its a tooth out. I can get it in with my hands. Normally that last sentence would be funny. Been at this for two days now. Thanks!

The tool should slot in just with your finger tips mate.

Suggests you didn't slacken the cam pulleys off to set the timing???

Thanks for all the help. Sorted now I think. Seems that even with the tool holding the two pulleys as I tightened them that they moved slightly. I had the tool (Renault one) as tight as I thought safe but I could see them move.
