Cam Pulley Bolt

I have a F4R laying around that suffered big end failure a while back.
Was hoping to remove the top end but I'm having difficulty removing the cam pulley in order to get the rocker cover off - obviously it needs locking in place.
Any suggestions on how to achieve this without the renault locking tools?
There is no belt & the engine will never run again so timing settings do not matter to me.

I guess you could jam something between the two pulleys or use the old belt to hold them, but it'd be easier using the correct tool.

If there's no belt on the engine, then just take the rocker cover off, take the cam out, hold it or clamp it somehow and undo the nut. If the engines scrap wont hurt to do it this way.
