cambelt changed

how do i know the cambelts been done for sure. i'm buying a new car this week and he told me it had been done but not sure because it's was done on the cheap by a friend, i read somehere that there is a cover over the cambelt that you can take off and see the cambelt, so you would see if it is new
is this true and how easy is it to do what tool because when i go and see it again i will take the cover off to be sure
