Camblet installation fail!

I recently bought a heap of a white mk1 valver because it had a 2.0 init which i was going to use in my own car (things changed and it went into my daily monnaco blue valver) The person who owned the heap of a car recently had hte belts and lifters done (with the engine out the car i should add, as this is very easy)

Now when i bought the car the owner said he could hear the power stearing pump being noisy sometimes, no problem most off them are like that, he delivered the car to me as he was just a couple of miles away, i ran it a couple of times and couldnt hear anything, then stripped it.
i was driving yesterdya and could hear the noise, pulled over at my friends house and opened the bonnet and it was like scraping noise, sounded like a loose cam pulley or something, so decided to open it up -

Fook me! Thats appauling! That jubilee clip was probably put there to keep the belt on the idler/oil pump pulley whilst the rest of the belt was fed on.
