Camcorder (Video 8, Hi8, Digital 8) to DVD converter

Looking for the best/ cheapest all in one kit (software and hardware) to convert Video 8, Hi8 and Digital 8 tapes to DVD using a laptop. Must be relatively simple to use as its for my uncle. He still has the old camcorder so I believe it works through some sort of playback method through a scart to usb connection.

This probably isn't very helpful but I'm pretty sure there's a guy on eBay who runs a converting service for old tapes to DVD format.
