Can a dephaser that needs replacing cause flat spots at low revs?

My pulley was in need of a change and i had flat spots, had it all changed and i still have flat spots.

it can if it's bad enough. Usually means it's been in poor condition for an extended period. Could be other things and it's coincidental though.

Now im in a sticky situation, I wanted my belts and pulley done by someone reputable but funds aren't good as the cheapest price I've been quoted is £650 all in. But now should I buy all the parts myself and get my mechanic friend to do it?

What will happen if I leave it a few month?

it will just get worse, it may not fail completely. I'd only let a mechanic friend do the belts if he has the correct specialist tools, and has done the job before.
